A provisional PCT cannot be filed using USPTO’s EFS system or any other system as there is no concept/legality of filing a PCT for a provisional application. Only a non-provisional patent can be filed as a PCT application.
There is no requirement for filing a PCT for a provisional patent as the Provisional Patent Application provides an applicant with an additional year to experiment, perfect an invention, find financial backers, determine sales potential, find interested parties for licensing, etc. before filing his/her non-provisional application anywhere outside his jurisdictions too.
